Why

Stay on the latest Nullean.Argh release so CLI argument parsing picks up upstream fixes and stays aligned with dependent packages that already require 0.16.4.

What

Bumps centrally managed Nullean.Argh, Nullean.Argh.Hosting, and Nullean.Argh.Interfaces from 0.16.3 to 0.16.4 in Directory.Packages.props.
